We are proud to highlight a key moment of the official visit of H.E. the General Secretary Tô Lâm to the United Kingdom. On 28 October 2025, at the historic University of Oxford, the General Secretary delivered a powerful keynote speech that outlined Vietnam’s vision for innovation, cooperation and strategic partnership with the UK.
In his address, General Secretary Tô Lâm highlighted:
• The evolving global landscape of strategic competition, innovation and supply-chain transformation.
• Vietnam’s commitment to a path of peaceful, independent, cooperative development — rooted in international law and open to partnership.
• The elevation of the Vietnam-UK relationship to a Comprehensive Strategic Partnership, and the importance of building a new model of cooperation that is substantive, equal and mutual.
• Key areas of future focus: digital transformation, green economy, innovation, higher ko education and joint research between Vietnam and the UK–including pilot collaboration between Oxford and Vietnamese institutions.
At the Vietnam-UK Network, we view this speech as a rallying call for expanded academic, research and business linkages between our two countries. We look forward to supporting UK and Vietnamese partners—universities, research centres, businesses and young innovators—to turn this shared vision into concrete outcomes.
